U.S. judge blocks Trump administration halt, Vineyard Wind back on track


The U.S. District Court for the District of Massachusetts issued a decision allowing Vineyard Wind,  owned by Iberdrola through its U.S. subsidiary Avangrid, to resume full activities in its lease area on the Outer Continental Shelf.

The ruling stays the suspension order issued on December 22, 2025, by the U.S. Department of the Interior’s Bureau of Ocean Energy Management (BOEM). Vineyard Wind had filed a legal challenge to the suspension on January 15, seeking a temporary restraining order and a preliminary injunction.

As the legal process continues, Vineyard Wind said it will keep working with the Administration to better understand the matters raised in the order. The company also stated it will coordinate closely with its contractors, the federal government and other relevant stakeholders and authorities to safely restart activities.

Vineyard Wind maintains that the suspension order violates applicable law and would cause immediate and irreparable harm to the project, as well as to the communities expected to benefit from this critical new source of power for the New England region.

The ruling also reflects the broader political challenges facing offshore wind in the U.S. President Donald Trump has been openly critical of offshore wind development, and his stance has influenced conservative groups and policymakers who have raised regulatory and economic concerns.
