New York opens new call for large-scale renewable energy projects

New York Governor Kathy Hochul has announced the launch of the 2025 Land-Based Renewable Energy Solicitation (Tier 1 RFP), a key component of New York’s all-of-the-above energy strategy.

The solicitation invites eligible developers to submit large-scale wind, solar, and other renewable energy projects ready for construction, as part of a coordinated set of measures to accelerate the deployment of reliable and clean energy across the state. These efforts are designed to support ratepayers by leveraging expiring federal clean energy tax credits to reduce costs.

Details of the 2025 Land-Based Renewable Energy Solicitation

The solicitation targets late-stage projects ready to build and incorporates best practices and lessons learned from prior procurements. Key provisions include component cost indexing, labor requirements, stakeholder engagement, commitments to disadvantaged communities, and preservation of agricultural land to ensure an equitable energy transition. Bid requirements have been streamlined to expedite contracting, with full details available in the solicitation documents.

The submission process follows two steps:

  • Eligibility applications must be submitted by October 21, 2025.
  • Final proposals from eligible participants are due December 4, 2025, at 3 p.m.
  • Conditional award notifications are expected in February 2026, followed by an announcement of selected projects once contracts are executed.

Focus on federal tax credit-eligible projects

State agencies will intensify efforts to advance shovel-ready renewable energy projects, particularly those eligible for expiring federal tax credits. This whole-of-government approach aims to streamline permitting, interconnection, financing, and contracting processes, ensuring as many projects as possible reach construction quickly, delivering clean energy to New York homes and businesses.

“While the federal government takes us backward on energy policy, New York will not be thwarted in its commitment to clean energy,” Governor Hochul said. “By directing our state agencies to move projects across the finish line, we are seizing every opportunity to leverage federal incentives, reduce costs for ratepayers, and build a more resilient, sustainable, and reliable energy grid. Together, these actions are expected to unlock billions in private investment, create thousands of good-paying jobs, and build a durable energy economy that benefits New Yorkers for decades to come.”

New York’s current pipeline of large-scale renewable energy includes 102 solar, land-based wind, hydroelectric, and offshore wind projects, both operating and under development, which will deliver over 9.7 gigawatts of clean power—enough to supply more than 3 million New York homes. The projects resulting from this solicitation are expected to generate over $5 billion in clean energy investments and create more than 2,500 family-sustaining jobs across the state’s energy economy.

Doreen M. Harris, President and CEO of NYSERDA, added: “New York is all about progress, and we are not stopping. We will continue building our energy economy and expanding our robust land-based renewables portfolio. This solicitation will serve as a key building block to ensure a continuous pipeline of viable, large-scale projects as part of New York’s versatile clean energy future.”
