
France updates methodology for assessing energy storage projects in non-interconnected areas
The French Energy Regulatory Commission (CRE) released an updated methodology for assessing electricity storage projects located in non-interconnected zones (ZNIs), such as overseas territories and Corsica. Electricity storage plays a pivotal role in advancing the energy transition in these areas by facilitating the integration of renewable energy sources into the grid at lower costs, supporting national energy solidarity.
To promote sustainable growth in this sector, CRE originally adopted its project evaluation methodology on March 30, 2017, with a revision on January 12, 2023. Following recent feedback from a public consultation held between May 23 and June 17, 2024, CRE identified specific areas for further refinement and is implementing changes to enhance the process.
The revised methodology clarifies several critical aspects:

Alignment of storage dechnologies: The methodology outlines the integration of various storage technologies, including specific considerations for those prioritized by the multi-year energy programs (PPE), such as pumped storage hydroelectricity (STEP), which require longer development timelines.

Administrative documentation: CRE specifies the necessary administrative authorizations required for project submissions.

Connection costs and documentation: The revised guidelines address the evaluation and documentation of connection costs for storage facilities, a crucial factor in project feasibility.

Battery project standards: Detailed criteria are provided to better evaluate battery-based storage initiatives.
Looking forward, CRE plans to open calls for project submissions in specific territories. The first of these calls will be in Guadeloupe, where project proposals will be accepted by late Q3 2025. Corsica will follow in Q4 2025, with subsequent calls to support storage projects in French Guiana and Mayotte, pending further guidelines from PPE and system needs. CRE will also update the submission guidelines based on the recent spring survey of STEP projects across territories.
These updates reflect CRE’s commitment to advancing renewable energy infrastructure in non-interconnected zones, ensuring each project aligns with regulatory standards and supports France’s national energy objectives.
