Romania has officially adopted a EUR 150 million state aid scheme to support investments in standalone battery energy storage systems (BESS), following the publication of the Ministry of Energy's order in the country's Official Gazette (Monitorul Oficial). The programme will be financed through the European Union's Modernisation Fund.

The scheme was formalised through Order No. 745, published in Monitorul Oficial al României, Part I, No. 610, on 27 July 2026, providing the legal framework for the deployment of standalone battery storage projects across the country.

The programme aims to support investments in new standalone electricity storage facilities, with a target of deploying 1,200 MW of power capacity and 2,400 MWh of energy storage capacity. Funding will be provided through the EU Modernisation Fund, which supports the energy transition in lower-income Member States.

The order follows the European Commission's Decision adopted on 6 March 2026, which approved Romania's state aid scheme under EU State aid rules.

With the publication of the order in the Official Gazette, the scheme has moved from European Commission approval to an enforceable national regulatory framework, providing greater certainty for developers, investors, financial institutions, equipment suppliers and other stakeholders planning standalone BESS projects in Romania.

The programme is expected to strengthen the flexibility of Romania's power system, facilitate the integration of renewable energy sources and improve security of supply by accelerating the deployment of utility-scale battery storage projects.
