Offshore wind industry faces new uncertainty after Trump axes key funding
U.S. Transportation Secretary Sean P. Duffy has announced the withdrawal or cancellation of $679 million in federal funding tied to 12 offshore wind projects across the country. The move, according to the administration, is designed to prevent waste and redirect funds toward strengthening America’s maritime industry and core infrastructure.
“Offshore wind projects are a drain on resources that should instead be invested in revitalizing America’s shipbuilding sector,” Duffy said. “Joe Biden and Pete Buttigieg bent over backwards to funnel transportation dollars into their Green New Scam, while ignoring urgent needs in our maritime industry. Thanks to President Trump, we are prioritizing real infrastructure over costly, low-return wind projects.”
The Trump administration has tasked the Department of Transportation (USDOT) and its Maritime Administration (MARAD) with rebuilding domestic shipbuilding capacity, boosting more traditional and reliable forms of energy, and leveraging the nation’s abundant natural resources. Some of the withdrawn funds will be reallocated to critical port upgrades and essential infrastructure projects.
Details of the review
As part of a broader review of discretionary grant programs — covering both obligated and unobligated funds — USDOT flagged 12 offshore wind projects that, in its assessment, did not align with the administration’s priorities.

Within the Nationally Significant Freight and Highway Projects (INFRA) program, one project was withdrawn, totaling roughly $427 million.

Under the Port Infrastructure Development Program (PIDP), MARAD removed six projects and terminated five more, resulting in the retraction of $177 million and approximately $75 million, respectively.
