Wind power ramps up in Ukraine with largest private investment since the war began


DTEK, Ukraine’s largest private energy company, has announced a €450 million investment to expand the Tyligulska Wind Power Plant (WPP) on the Black Sea coast. This marks the largest private-sector investment in Ukraine since Russia’s full-scale invasion in 2022 and sets a new milestone for the country’s energy sector.

The windfarm’s capacity will quadruple from 114 MW to 500 MW, making it the largest windfarm built in Eastern Europe in a decade. The expansion will involve the installation of 64 Vestas EnVentus V162-6.0 MW turbines, financed through €370 million in loans backed by the Danish Export and Investment Fund (EIFO).

Powering 900,000 homes sustainably

Once the expansion is completed in 2026, the Tyligulska windfarm will generate 1.7 TWh of electricity annually—enough to power 900,000 Ukrainian homes. This output is equivalent to the energy required to charge every smartphone in the European Union for an entire year.

Rinat Akhmetov, DTEK’s shareholder, emphasized the project’s significance:
"This is our contribution to a strong, independent, and free Ukraine. We believe in our country and continue investing so Ukrainians can live with light and heat. Our goal is not only to rebuild what Russia destroyed but also to lay the foundation for future economic growth."

European support for Ukraine’s renewable energy

Henrik Andersen, President and CEO of Vestas, expressed pride in contributing to the project:
"We are honored to deliver our technology to the Tyligulska project, which will strengthen Ukraine’s energy system. This reflects the visionary leadership of DTEK and the strong support from Danish, Ukrainian, and EU authorities."

Peder Lundquist, CEO of EIFO, highlighted the project’s impact:
"Supporting renewable energy in Ukraine is a crucial step toward a greener future and enhanced energy security. EIFO has financed over 15 Ukrainian projects, and we remain committed to backing critical sectors like energy, water, and agriculture."

A commitment to green energy and national reconstruction

The Tyligulska project is part of DTEK’s ambitious plan to develop a 2 GW renewable energy portfolio in Ukraine by 2030. The company is also advancing a 650 MW windfarm in Poltava and installing 200 MW of large-scale battery storage across the country, set to be operational by October 2025.

Despite the ongoing war, DTEK continues to prioritize Ukraine’s energy security, restoring critical infrastructure and developing new projects to ensure stable electricity supplies for hospitals, schools, and other essential facilities.

This investment sends a powerful message of resilience and optimism: even in the face of conflict, Ukraine is building a cleaner, more sustainable, and independent energy future.
