Strategic alliance to boost the Southern Hydrogen Corridor between Europe and North Africa


Germany, Algeria, Italy, Austria, and Tunisia have signed a Joint Declaration of Intent (JDoI) in Rome for the development of the Southern Hydrogen Corridor.

The JDoI highlights the central role of the Southern Hydrogen Corridor in connecting renewable hydrogen production in North Africa with demand centers in the European Union.

According to information from the German government, through investment support, capacity building, and harmonizing government efforts, the signatories of the JDoI aim to build a robust hydrogen value chain that ensures the creation of local value, jobs, and sustainable energy development. The initiative is intended to become a cornerstone of the European energy security and decarbonization strategy.

In the future, the Southern Corridor will create a direct connection, composed of five subprojects, between North Africa and Italy, Austria, and Germany for gaseous hydrogen. It will have an approximate length of 3,500 to 4,000 kilometers.

According to the current plans of long-distance network operators, the European part of the Southern Corridor will be 3,250 km long and made up of 60-70% converted gas pipelines. This would allow the transport of up to 163 TWh/year of renewable hydrogen to Europe, with 55 TWh going to Germany.

Hydrogen infrastructure projects along the corridor, extending from Sicily to Bavaria, have already been recognized as EU Projects of Common Interest (PCI). The project also received the EU "Global Gateway" project status. Regarding production, Tunisia has already signed ten letters of intent for hydrogen projects, while Algeria has announced the development of a large-scale hydrogen production project with the participation of companies from Austria, Germany, and Italy.

The next step is to develop the hydrogen pipeline to North Africa, a project that BMWK actively supports through its bilateral hydrogen working group with Algeria and through close cooperation with German and local institutions in Algeria and Tunisia.

The signing of the Joint Declaration of Intent took place during the first ministerial conference for the Southern Hydrogen Corridor, attended by ministers, high-level delegations, and industry representatives from the countries involved.

Switzerland and the European Commission were also represented as observers. The meeting emphasized the political support and close cooperation of all countries involved in the Southern Hydrogen Corridor, which was formalized with the signing of the political memorandum of understanding.

The Secretary of State for the Federal Ministry for Economic Affairs and Climate Protection, Dr. Philip Nimmermann, assured that "the Southern Hydrogen Corridor is one of the largest and most important renewable energy projects of our time. Today, we strengthen this new bridge between North Africa and Europe with the joint declaration of intent. In this way, we can harness the immense renewable energy potential of North Africa, boost the increase in hydrogen in Germany, and support the EU's climate goals. German companies can be an important partner and help Algeria and Tunisia diversify the local economy, prepare it for the future, and create new jobs."
