CO Bar, Enlight’s 1.2?GW solar giant in Arizona, ready for execution after securing interconnection


Enlight Renewable Energy has reached the final development milestones for its CO Bar Complex in Arizona, clearing the way for full-scale execution of what is now the company’s largest project to date, according to a statement released by the company on Monday via GlobeNewswire.

The CO Bar Complex, located in Arizona, is among the largest renewable energy projects in the United States and will combine 1.211 GW of solar power generation capacity with 4.0 GWh of energy storage across five stages. Enlight confirmed that it has finalized a 1 GW AC Large Generator Interconnection Agreement and signed 20-year energy service (tolling) agreements covering an additional 3.2 GWh of storage capacity, securing offtake arrangements for the entire project.

The project is being developed in five phases. CO Bar 1 will include 258 MW of solar generation and 824 MWh of energy storage. CO Bar 2 and CO Bar 3 will add 480 MW and 473 MW of solar capacity, respectively. CO Bar 4 and CO Bar 5 are storage-only phases, providing 1,600 MWh and 1,576 MWh of energy storage capacity.

Total investment in the CO Bar Complex is expected to range between USD 2.86 billion and USD 3.01 billion, with net investment after tax benefits estimated at USD 1.55 billion to USD 1.63 billion. Enlight expects the project to generate between USD 264 million and USD 278 million in electricity sales during its first full year of operation and to supply enough clean energy to power more than 215,000 homes in Arizona.

Construction is already progressing at CO Bar 1 and CO Bar 2, where civil works are underway. Construction for the remaining phases is expected to be fully mobilized within the next 12 months. Initial commercial operations are scheduled to come online in stages from the second half of 2027 through the first half of 2028. All five stages of the project were safe-harbored in 2025.

According to Enlight, the completion of development for CO Bar marks a significant milestone for its US operations and follows the recent financial close of Snowflake, another large-scale project combining 600 MW of solar capacity with 1,900 MWh of energy storage. The company stated that its mature US project portfolio now totals approximately 6.5 GW.

Commenting on the announcement, Enlight CEO Adi Leviatan said that reaching full interconnection and completing the commercial framework for CO Bar demonstrates the company’s ability to execute large-scale, integrated solar and storage projects while strengthening partnerships with major utilities. He added that the project positions Enlight for sustained growth as demand for reliable clean energy continues to rise.

Jared McKee, CEO of Clenera, highlighted the significance of the project, stating that CO Bar reflects the company’s ability to develop large utility-scale solar facilities that generate and store reliable clean energy while supporting regenerative land management practices.
