Romanian electricity supplier Electrica has made history by completing the country’s first corporate green bond issuance, raising €500 million, with the European Investment Bank (EIB) among the main investors. The transaction attracted strong demand, with the final offer oversubscribed by more than ten times.
The bond, now listed on the Luxembourg and Bucharest Stock Exchanges, will fund the expansion of renewable energy generation and energy storage systems, in line with Electrica’s Green Financing Framework. The company aims to achieve a capacity of 1,000 megawatts (MW) of renewable energy and 900 megawatt-hours (MWh) of storage by 2030.
“This issuance is a game-changer for the Romanian market,” said Ioannis Tsakiris, EIB Vice-President. “Electrica’s operation sits at the crossroads of finance and sustainability, encouraging green thinking. It’s a significant project because directing funds to environmentally sustainable initiatives is key to driving economic growth and combating climate change.”
Electrica, a major player in Romania’s electricity production, supply and distribution sectors, serves approximately 4 million customers, primarily in the regions of Transylvania and Muntenia.

The green bond has a five-year maturity, an interest rate of 4.566%, and a BBB rating from Fitch Ratings. The issuance was approved on 10 July 2025 by Luxembourg’s Commission de Surveillance du Secteur Financier (CSSF).
This transaction also showcases the EIB’s ability to support green investments aligned with the EU taxonomy for sustainable activities, using capital market instruments to help deliver on European policy goals.
