Italian decree to stimulate energy communities enters into force
The decree, which was issued by the Ministry of the Environment and Energy Security (MASE in Italian,) with the purpose of stimulating the creation and development of renewable energy communities and widespread self-consumption in Italy, has entered into force for all purposes since January 24, having been registered by the Court of Auditors and, previously, approved by the European Commission.
According to the stipulations of the provision, it is expected that the GSE's operating rules will be approved within thirty days. These rules will be designed to regulate in detail the modalities and terms for the recognition of the incentives contemplated. Likewise, within a maximum period of 45 days after the approval of the rules, the GSE will activate the corresponding portals, through which the interested parties will be able to effectively submit their applications. This process seeks to establish a clear and efficient framework for the management of incentives, promoting the active participation of those who wish to benefit from the opportunities offered by the GSE.
The decree states that by June 30, 2026, the objective of "Supporting energy communities in municipalities with less than 5,000 inhabitants to enable the installation of at least 2,000 MW from renewable sources, for an indicative production of 2,500 GWh/year, must be achieved. This measure should not support hydrogen-related activities resulting in greenhouse gas emissions exceeding 3 t CO2eq/t H2."
The GSE will make available to users on its institutional website documents and informative guides, as well as dedicated support channels, to accompany users in the establishment of the Renewable Energy Community (CER in Italian) and, in conjunction with the MASE, will launch an information campaign to raise consumer awareness of the benefits. linked to the new mechanism.
