Massive green push: Romania invests €310M in solar, wind, and hydro power


The Romanian Ministry of Energy has announced the launch of the second call for projects aimed at supporting investments in new electricity generation capacities from renewable sources for self-consumption. The initiative involves a disbursement of €310 million, financed through the Modernization Fund.

This call, based on a competitive bidding procedure, targets economic operators—companies and autonomous communities—seeking to develop sustainable projects with a direct impact on energy independence and carbon emission reduction.

Project submission period:

From May 22, 2025 at 12:00 PM to August 22, 2025 at 5:00 PM.

According to government sources, the objective is to finance new electricity generation capacities from wind, solar (both below and above 5 MW), and hydroelectric sources, exclusively for the applicant's own use.

Selection Criteria:

Amount of state aid requested per installed MW (up to 90 points)

Predictability of production for the National Energy System (minimum storage capacity of 12 minutes — up to 10 points)

Project Funding Breakdown:

  • Solar energy (under 5 MW): €151,347,445.75
  • Solar energy (over 5 MW): €117,650,646.94
  • Wind energy: €16,700,000
  • Hydroelectric energy: €25,000,000

Sebastian Burduja, Minister of Energy, stated: "We continue to support Romania's economic environment in the energy transition through concrete measures with measurable outcomes. The second call to support investments in renewable energy production capacity for self-consumption is a key measure to reduce energy costs and enhance economic competitiveness. This is a real opportunity for Romanian companies, regardless of size, to produce their own electricity, cut costs, and actively contribute to meeting climate goals".
