UK renewables sector raises alarm over NESO portal connection delays
Britain’s renewable energy industry, including RenewableUK, Solar Energy UK, Scottish Renewables, Regen, and the Electricity Storage Network, has sent an urgent letter to NESO (National Energy System Operator). They warn that the “Gate 2” portal continues to malfunction, preventing developers from submitting their grid connection applications correctly.
Main issues highlighted
• Critical portal errors – users are unable to access the system, upload documents, complete forms, or download submissions; more than 2,000 issues have been reported during the submission window.
• Late acknowledgement – although NESO extended the deadline by five days and issued an apology, industry groups insist these steps are insufficient while problems persist.
• Call for extension – RenewableUK requests a full two week, error free submission window, stating that a mere five day extension does not satisfy NESO’s legal obligations.
• Demand for transparency – the industry calls for a real time log of known portal errors, with a mechanism allowing developers to contest issues marked as resolved.
• Control over portal closure – NESO should not unilaterally shut down the portal without prior notice or agreement from users.
• Download/edit functionality – developers must be able to download their applications and have a grace period for revisions, especially if backend updates invalidate their submissions.
• Formal appeals procedure – a clear process is needed to revoke decisions made in error due to technical or human faults, supported by explicit escalation pathways.
Confidence loss & legal risks
Industry members warn that if these measures aren’t implemented, NESO may face legal action. They fear ongoing issues could erode investor confidence and jeopardize the timely delivery of clean-energy projects, threatening the UK’s 2030 energy goals.
Recent background
• In January, NESO paused the intake of new connection applications to reorganize the queue and remove “zombie” projects.
• Though a reformed, faster connection process was planned, the Gate 2 portal has not met user expectations at scale.
• With submission deadlines approaching amid July holidays, developers say a minimum ten-day advance notice is needed to manage logistics effectively.
