Germany’s Federal Network Agency (Bundesnetzagentur) has reported that its July 1, 2026 tender for ground-mounted photovoltaic projects was once again oversubscribed, with bids covering significantly more capacity than the 2.135 GW offered.

The auction covered ground-mounted PV installations and solar projects located on structures that are neither buildings nor noise barriers. According to the Bundesnetzagentur, 401 bids representing a combined 3.17 GW were submitted for the 2.135 GW tender volume. A total of 48 bids were excluded from the award procedure.

In the final results, 261 bids received awards, with successful bid prices ranging from €0.0438/kWh to €0.0497/kWh. The volume-weighted average award price stood at €0.0479/kWh, down from €0.0494/kWh in the previous round.

“The bidding round was once again oversubscribed,” said Klaus Müller, president of the Bundesnetzagentur. He added that award values had fallen slightly compared with the previous round.

Bavaria leads awarded capacity

Bavaria secured the largest share of awarded capacity, with 429 MW across 75 successful bids. It was followed by Baden-Württemberg, with 266 MW and 41 awards.

Other leading states included Rhineland-Palatinate, with 239 MW and 25 awards; North Rhine-Westphalia, with 233 MW and 21 awards; and Lower Saxony, with 225 MW and 28 awards.

The distribution shows that competition for ground-mounted solar capacity remains strong across several of Germany’s key solar markets, despite the slight decline in average award prices compared with the previous auction.

The next tender for ground-mounted PV installations is scheduled for December 1, 2026, according to the Bundesnetzagentur.
