US federal court allows Revolution Wind construction to resume despite Trump administration suspension
The U.S. District Court for the District of Columbia has granted a preliminary injunction sought by Revolution Wind, LLC, allowing the offshore wind project to immediately resume activities affected by a December 22, 2025 suspension order issued by the Department of the Interior’s Bureau of Ocean Energy Management (BOEM), while a legal challenge to BOEM directives issued in August and December 2025 continues.
Ørsted said construction work will resume as soon as possible, with safety as the top priority, as the project advances toward delivering affordable and reliable electricity to the U.S. Northeast. The company added it will continue to engage with the U.S. administration to seek an expeditious and durable resolution.
The ruling partially lifts a 90-day suspension imposed by BOEM late last year on Revolution Wind and Sunrise Wind, two offshore wind projects developed by Ørsted and its partners, which required the suspension of all ongoing activities on the outer continental shelf, with the possibility of an extension.
Revolution Wind is a 50/50 joint venture between Global Infrastructure Partners’ Skyborn Renewables and Ørsted. The project has 20-year power purchase agreements to deliver 400 MW of electricity to Rhode Island and 304 MW to Connecticut and is expected to begin generating power in early 2026.
The December suspension order also affected Sunrise Wind, a fully owned Ørsted subsidiary, which holds a 25-year power purchase agreement to supply 924 MW to New York State. Together, the two projects are expected to provide electricity to around one million homes across Rhode Island, Connecticut and New York.
Both projects are fully permitted at federal and state level and were in advanced stages of construction when the suspension was issued. As part of the permitting process, the developers consulted closely with the U.S. Department of Defense to assess and address potential impacts on national security and military operations.
