WindEurope urges the EU to adopt a binding 2040 renewable energy target
WindEurope has urged EU Energy Ministers to commit to a binding 2040 renewable energy target ahead of their energy policy discussions on 26 June, arguing that it is essential to maintain Europe's energy security, attract investment and preserve its industrial leadership.
According to the association, the EU’s current 2030 renewable energy target has accelerated the deployment of wind and solar power, reduced exposure to fossil fuel price volatility and unlocked billions of euros in manufacturing investment. However, it warns that there is no clear policy signal beyond 2030, creating uncertainty for investors.
“Only a binding 2040 renewables target with dedicated wind volumes can drive the investments the EU seeks. Capital flows to clarity,” said Tinne van der Straeten, CEO of WindEurope.
Wind already supplies 20% of Europe’s electricity
WindEurope highlighted that wind energy currently generates 20% of Europe’s electricity, supports more than 440,000 jobs and is backed by over 250 factories across the continent. The sector has also invested more than €15 billion in new and upgraded manufacturing facilities over the past three years.
The association warned that this industrial base depends on long-term policy certainty, arguing that once manufacturing capacity is lost, it is difficult to rebuild.
Stronger governance and faster deployment
Beyond setting a binding target, WindEurope said the EU should strengthen governance by ensuring national energy and climate plans translate into technology-specific renewable auctions, while accelerating permitting procedures, facilitating repowering projects and expanding the use of renewable power purchase agreements (PPAs).
The association said the 26 June meeting of EU Energy Ministers represents a key opportunity to provide the long-term policy certainty needed to sustain investment in renewable energy and strengthen Europe's home-grown electricity supply beyond 2030.
