Industry calls for simplification of PPAs to accelerate energy transition in France
The National Federation of Concessionary and Regulated Communities (FNCCR), the CLER - Network for Energy Transition, and France Renewables have joined forces to urge the relevant authorities to simplify Power Purchase Agreements (PPAs), direct renewable energy purchase contracts. This initiative aims to enable public actors to procure electricity, with the goal of catalyzing the energy transition at the territorial level.
In a letter addressed to the Directorate of Energy and the Directorate General of Territorial Communities, these organizations highlighted the need to streamline the procedures surrounding PPAs. They shed light on potential obstacles, including administrative complexities and risks of competition distortion, which could impede the effective deployment of these contracts.
The primary concern lies in the requirements set forth by Article 86 of the Law of March 10, 2023, which strictly regulates the CPPA market. Stakeholders call for a revision of these requirements to ensure fair access for renewable energy producers, suppliers, and consumers, while ensuring the financial viability of projects.
In this regard, several solutions are proposed, such as the creation of a principle of mandatory contractualization in case of delegation by the main supplier, or the exclusion of the obligation of supply attestation for small-scale projects. These measures aim to encourage the participation of public buyers and intermediate-sized actors in PPAs, while ensuring the legal security of contracts.
In conclusion, this initiative reflects the commitment of energy transition actors to overcome regulatory obstacles and accelerate the deployment of renewable energies on the territory. It also demonstrates the need for close collaboration between public authorities and stakeholders to achieve ambitious goals in energy sustainability.
