The Sustainable 2030 Programme has opened a €25 million funding call aimed at reinforcing the energy resilience of Portugal’s critical infrastructure through the deployment of renewable energy, storage systems and autonomous operation solutions.

The initiative will support projects that improve the security and continuity of energy supply in essential services, covering up to 85% of the total eligible investment. Public entities from the Central Administration and the State Business Sector responsible for critical services in areas such as healthcare, drinking water supply and wastewater treatment will be eligible to apply.

Projects must integrate renewable generation capacity, energy storage, grid connection and the ability to operate independently in off-grid mode during electricity supply failures. Applications that do not include these three functional components — storage, grid interface and autonomous operation capability — will not be considered eligible.

The programme will support investments in battery storage systems, photovoltaic installations, smart energy management equipment, monitoring systems, software, engineering works and technical studies required for project implementation.

According to Portugal’s Minister of Economy and Territorial Cohesion, Castro Almeida, the measure aims to accelerate investment in “competitive and clean energy” solutions, including self-consumption, storage, grids and energy efficiency. He highlighted that energy sovereignty is essential to maintaining the operation of critical infrastructure such as electricity and communication networks, transport systems, water supply facilities and hospitals.

Portugal’s Minister for Environment and Energy, Maria da Graça Carvalho, described the initiative as a key step towards ensuring the security of supply for critical infrastructure in the event of failures in the electricity system.

Applications will remain open until 20 January 2027 and must be submitted through Portugal’s Funds Portal.
